tecnico-organizzativa.
La norma di riferimento
e il tipo di concorso prescelto
Come tutte le altre forme di affi-
damento operate da una pubblica
amministrazione, anche il con-
corso di architettura è regolato
dalla normativa sugli appalti pub-
blici. Il d.lgs 163/2006 (Codice dei
contratti pubblici) agli articoli dal
99 al 110 stabilisce le modalità di
svolgimento dei concorsi di pro-
gettazione. Il concorso di architet-
tura è finalizzato alla acquisizione
di un progetto preliminare. La
redazione dei successivi due gradi
di progettazione previsti dalla
legge, definitiva ed esecutiva, può
essere affidato al vincitore a
discrezione del committente. La
legge ammette, in casi di partico-
lare complessità come quello del
MEIS, di dividere il concorso in
due fasi successive. La presenta-
zione di una idea progettuale
nella prima fase e un approfondi-
mento nella seconda, che costitui-
sce il nocciolo del progetto preli-
minare alla quale sono chiamati
una parte dei gruppi partecipanti
alla prima fase.
Questa formula, tuttavia, ha
incontrato la censura dell’Autorità
di Vigilanza sui contratti pubblici
in quanto, è stato osservato, non
consente di garantire l’anonimato
dei partecipanti, e quindi viola le

Why an architectural competition
The architectural competition is
one of the most debated topics
between architects and critics
in Italy and is considered
fundamental to achieving a quality
project that contributes to the
improvement of our urban
landscape.
The strengths of the architectural
competition are three, and they are
tightly correlated: it obliges the
contracting client to think
carefully about what is wanted,
establishing, therefore a well
informed committee; it results in a
number of proposals from which
to choose; and it ensures that the
design groups have the skills and
guarantees required by the
technical and organizational
specifications.
The regulatory framework and the
type of competition chosen
As with all the other forms of
entrustment made by a public
administration, even the architectural
competition is regulated by tender
rules. Articles 99 to 110 of
Legislative Decree 163/2006 (Public
Contracts Code) lay down the
steps for developing planning
competitions. The goal of an
architectural competition is the
acquisition of a preliminary draft.
The preparation of the next two
levels of the project required by law
can be awarded to the winner at
the discretion of the client. The law
provides for, in particularly
complicated cases like the MEIS,
dividing the competition into two
successive
phases.
The
presentation of a project idea is the
first phase, and from these entries,
the participants who may present
a more elaborate proposal in the
second are selected.
This formula, however, has been
criticized by the Supervisors of
Public Contracts as the authorities
cannot guarantee the anonymity
of the participants on public
contracts, and are thereby in
violation of article 74 of European
Union Directive number 18 of
March 31st 2004.
For the MEIS, this was the
procedure was initially opted for.
The theme was, in fact, notably
complex and the competition
originally called for two distinct
submissions from the participants:
the restoration and adaptation of
the complex and the design for the
construction of the museum. An
excessive amount of effort would
have been required on the part of
the designers in approaching such
a complex issue, without any
guarantees for reimbursement of
costs. In the end, events led to the
competition being held in a single
phase.
The competition
The terms of the competition as
laid out by the client were: the
identification of the type of
competition and its objectives, and
the
specification
of
the
professional, financial, technical
and organizational requirements of
the participants.

Il concorso di architettura è uno
degli argomenti più dibattuti in
Italia tra architetti e critici ed è
considerato come una delle condi-
zioni per realizzare progetti di
qualità e quindi contribuire al
miglioramento del nostro paesag-
gio urbano.
I punti di forza dei concorsi di
architettura sono fondamental-
mente tre, strettamente interdi-
pendenti: obbliga le stazioni
appaltanti ad approfondire il tema
oggetto della competizione, cre-
ando, quindi, una committenza
