Nel dibattito ancora oggi vivacissi-
mo persiste una certa confusione se-
mantica; non è mai chiaro quali esi-
ti ci si debbano aspettare da un in-
tervento che, pur nelle più rispettose
intenzioni conservative, si configu-
ra fatalmente come atto critico in-
terpretativo operato sull’edificio esi-
stente.
Il MEIS luogo della città
Il complesso penitenziario di via
Piangipane, costruito nel 1912 e di-
smesso nel 1992, occupa un’area
prossima alle mura sud ovest, al
ghetto e agli elementi che manife-
stano la storica e profonda presen-
za ebraica nella città estense. Una
posizione quindi centrale nel tessuto
storico di Ferrara, rafforzata dal
progetto di riqualificazione della
Darsena.
L’intenzione progettuale è stata,
dunque, di sfruttare le importanti
premesse per creare un nuovo cen-
tro in termini culturali, ma anche fi-
sici e urbani. Ci si è da subito posti
il problema della trasformazione di
un luogo come un carcere, che per
tipologia è chiuso e protetto, a luo-
go aperto, di passaggio, di sosta. Per
raggiungere lo scopo, il progetto pre-
vede di intervenire sullo spesso re-
cinto carcerario, rendendolo poroso
attraverso una serie di aperture lun-
go tutto il perimetro. L’ex muro di
cinta diventa così diaframma per-
meabile e come un diaframma l’edi-
ficio diviene un elemento capace di
aprirsi e chiudersi per definire le re-
lazioni con il contesto inteso nel sen-
so più ampio: contesto fisico, natu-
rale, storico. Le relazioni costruite cer-
cano di intercettare le diverse natu-
re eterogenee che costituiscono la
città: quelle urbane, ambientali, cul-
turali, e mettersi in rete con esse.

The site for the MEIS
The penitentiary complex in via
Piangipane, built in 1912 and
decommissioned in 1992, occupies
an area by the walls to the south
east, near the Ghetto and to the
areas of the city that bear witness to
the long standing presence of the
Jews in Ferrara. This is a key position
in the historical fabric of Ferrara, and
is currently being revitalized with the
redevelopment currently underway
in the Darsena area.
The project aims to create a new
centre by making the most of not
only this cultural heritage but also
the physical space and urban
location. Immediately one is
confronted with the problem of
how to transform a space that was
designed to be a jail, and therefore
closed and impenetrable, into an
open, inviting and accessible space.
To reach these goals, the project
requires changes to the thick walls
surrounding the jail beginning with
the creation of a series of openings
throughout the perimeter. The old
retaining walls thereby become a
permeable diaphragm, and like a
diaphragm, the building becomes
an element capable of opening and
closing so as to define the
contextual relationships of the
spaces in their widest senses:
physical, natural, historical. These
